Dear Luciano,

on behalf of the Editorial Board, I am happy to inform you and the IACAP colleagues that a new journal, the "International Journal of Machine Consciousness", will start publication in 2009 by World Scientific, with an initial start of 2 issues per year.

The journal will focus on several aspects of machine consciousness both from theoretical and technical side, and it will accept long and short papers, tutorials and target papers. I hope you would consider the journal as a way to disseminate their work in the field.

The Loebner Prize from a judge's perspective

This year, for the first time in its history, the Loebner Prize competition was held in England, at the University of Reading to be precise. It was organised by Kevin Warwick and Huma Shah. Independently of whether Turing might have been pleased (he was not well treated in this country, recall?), there was a satisfying sense of “coming home” of the Turing Test (henceforth TT ). Expectations were high, and they very highly advertised too. The meeting was perfectly organised. Having been invited to play the role of a judge, together with several other colleagues, including two members of the IEG , Mariarosaria Taddeo and Matteo Turilli ( here are their pictures and Rosaria's interview ) , I enjoyed the opportunity to see from close-up the machinery and the TT . Mind the app - considerations on the ethical risks of COVID-19 apps

[22 April update: at the Digital Ethics Lab (OII, University of Oxford) we have elaborated a list of 16 questions to check whether an app is ethically justifiable, the full article, open access, is available here ] There is a lot of talk about apps to deal with the pandemic . Some of the best solutions use the Bluetooth connection of mobile phones to determine the contact between people and therefore the probability of contagion. In theory, it may seem simple. In practice, there are several ethical problems, not only legal and  technical ones . Information: A Very Short Introduction (Very Short Introductions) (Paperback) Review, by Lee J. Whittington Sat in a small office for a seminar on modal logic, my then logic tutor told me that "if you read something once and do not understand, it is your fault. If you read something twice and do not understand, it is the authors fault". This is something to be kept in mind when reading this book. The title should not fool the reader. This is not "Information for Dummies". The book can be technical and difficult requiring occasional reflective breaks. Unlike some of the other VSI series, to understand the book properly will take more than three or four hours. However, this is where Prof. Floridi comes into his own. I grew up with two conceptions of immortality in my mind. It took me a while to realise that they shaped my behaviours and my choices. My identity. Neither turned out to be credible. But both were useful, for they taught me a lesson. As a Catholic, I was brought up believing in a dream. I was immortal. Not backward, for I was born. But forward, because I would not die. Actually, this is not the dream, for it may be the worst of all nightmares. It is the second part that turned it into the best deal ever. I was taught, since I can remember, that if I behaved decently and repented about the rest, I was going to live a life of heavenly bliss forever, and ultimately resurrect, just the way I was (or even better), and join all the people I had ever loved and indeed billions more.  As a kid, I worried, not deeply yet frequently, about eternal damnation, the nasty side of being immortal. On the need to be exposed and the beginning of philosophy (series: notes to myself)

To be exposed.  To perceive something in such a way as to be affected, painfully, by what is imposing itself on one’s own perception, because of its barely bearable presence or absence.  The boundless blue of space and time, beyond the dark trees, in a lately lightful evening.  The unlimited blackness of nothingness, harmless, beyond your exiled existence.  The endless green intricacies of malleable meanings, latching onto each other, beyond themselves.  The bottomless whiteness of hollow horrors we inflict upon ourselves, beyond understanding.  Being exposed to all this and more precedes wonder ( thaumazein ). And protecting oneself from this exposure prevents wonder.  The mind does not bear too much exposure.  There is a reason why we prefer to linger in the darkness.  The cave is refreshing .  We do not wish to be blinded by the light outside, skin burning under the sun.  Still, a life unexposed cannot be a life lived philosophic...

Pandemic lesson: the disappearance of externalities

Lazy neurons, they fail to see connections even when they are obvious. I cannot recall when I started hearing people talking about the global village , globalisation , hyperconnectivity , spaceship earth , Gaia , ... I grew up with this holistic language as my conceptual koiné . But only recently, thanks to the pandemic, I realised that I should have linked it to another phenomenon: the disappearance of externalities . It is so obvious now. In pseudo-precise literature or pretentious conversations, an externality is a negative effect of a profitable activity, call it a cost, paid by someone else. Like what happens if one runs a profitable business that pollutes someone else's environment.  My externalities may be unintended, possibly avoidable, but it is not my problem whether they occur, and the fact that they may occur is not going to stop me from pursuing my activities, since the cost paid by someone else is not a sufficient disincentive to sacrifice my own benefit. ...
